2009-2010 GOA Annual Report MLA Column

The Alberta government recently released its 2009-10 Annual Report, the final accounting of the last budget year. With the economy mired in recession in 2009 and continued volatility in oil and gas prices, it is no surprise the year was challenging.

When government released Budget 2009, our revenue outlook was looking grim and we were forecasting a $4.7-billion deficit. Many called on government to make drastic cuts to balance the budget-cuts that could have damaged important public programs and services.

We listened but we did not over react.

Instead, we took a more measured approach. We adopted a plan that included tightening our control on spending and using short-term savings to protect key public programs and services such as health, education and supports for the vulnerable. We were able to do this because of careful planning and past actions, which included paying off our accumulated debt and building our savings in the Sustainability Fund.

We stuck to our plan and it paid off.

As the year progressed, our financial situation improved and signs of economic recovery began to take hold. Our revenues grew and our spending remained relatively flat, and by the end of the fiscal year, the deficit had fallen to $1 billion-less than a quarter of the original estimate in Budget 2009.

While that is good news, Alberta is not out of the woods yet. There is still a great deal of uncertainty and challenge as we work our way through the 2010-11 budget year. The continued wild swings in oil and natural gas prices, the climbing exchange rate and unrest in the stock markets highlight the need for us to stay the course.

As we go forward, we must continue to control spending while still ensuring Albertans receive quality programs and services.

For more information on the Government of Alberta's 2009-10 Annual Report, you can go to http://www.finance.alberta.ca/. I also invite you to contact me with any questions you have about government or what we are doing for Albertans.

Alberta Gives Green for Going Green

Thousands of Albertans have made their homes more energy efficient since the Alberta government announced the energy efficiency rebate program in April, 2009. More than 38,000 Albertans have received $9.3 million in rebates, helping to avoid over 330,000 tonnes of greenhouse gas emissions. That's the equivalent of removing 63,000 vehicles off the roads.

In Alberta's rural constituencies, 18,000 homeowners have received cheques totaling $3.5 million.

The program provides consumer rebates for:

energy evaluations for homeowners to assess the current energy efficiency of their home and to measure its efficiency after improvements are made;

efficient home heating systems, hot water heating systems, clothes washers and insulation upgrades; and

new homes achieving a high level of energy efficiency.

'The tremendous response to the energy efficiency rebate program in just under a year speaks to the commitment of Albertans to reduce their environmental footprints,' says Environment Minister Rob Renner. 'Consumers have the power to make a positive environmental impact through their day-to-day energy decisions. Clearly, the people of our province want to do their share.'

Delivering on commitments laid out in its 2008 Climate Change Strategy, the Government of Alberta invested $36 million over three years to help Albertans reduce their greenhouse gas emissions. Many of the rebates are tied to the federal ecoENERGY Retrofit Program, enabling consumers to recoup costs from both programs. The program is administered by Climate Change Central, a non-profit organization empowering Albertans to take action on climate change.

Rebates are available on purchases retroactive to January 1, 2009. To apply for a rebate, visit http://www.climatechangecentral.com/ or phone 1-888-537-7202.

Alberta Electoral Boundaries Commission Report - Constituent Follow Up

Follow Up for Constituents in Grande Prairie Wapiti & Grande Prairie Smoky

Alberta's Electoral Boundaries Commission has released its interim report recommending the areas, boundaries and names of 87 electoral divisions for Alberta, four more than at present.

The proposed changes greatly affect the existing boundaries for the Grande Prairie Wapiti and Grande Prairie Smoky constituencies.

From the Report:

Grande Prairie

The two existing electoral divisions are reconfigured into a new Grande Prairie division entirely
within the city (except north of 116 Avenue) and a new Beaverlodge-Valleyview electoral division including the northern area of the city and the remainder of the two existing divisions. The creation of a pure urban division was proposed by the City of Grande Prairie and mirrors the division alignments in St. Albert and Medicine Hat. The Commission looks forward to the comments of the people affected by this
interim proposal.

FUTURE TRENDS
If the population growth pattern of the past two decades continues in the future, by far the most
significant issue for future Electoral Boundaries Commissions will be the effect of the concentration
of population in the Calgary/Edmonton corridor and in the Grande Prairie and Wood Buffalo areas
on the distribution of electoral divisions in the rest of the province.

*** The commission is seeking public input on the interim report:

A second series of public hearings will be held, to be scheduled as required during the period April 12 to 30, 2010. To provide your feedback please contact:

New building offers more space, flexibility for county

Grande Prairie Daily Herald-Tribune - Nov. 16, 2009

Local residents, dignitaries and county staff celebrated the opening of the County of Grande Prairie's new municipal services building Friday.

The building on Township Road 724, 1.6 kilometres west of Clairmont, has been home to the agriculture, enforcement, Family and Community Support Services, fire and parks and recreation services since September. Peace River MP Chris Warkentin, Grande Prairie-Smoky MLA Mel Knight, Grande Prairie-Wapiti MLA Wayne Drysdale and Grande Prairie Mayor Dwight Logan spoke before county council cut the ceremonial ribbon.

Logan presented Reeve Everett McDonald a photo of Sexsmith's elevator row and Lori Parker, for the Town of Wembley, presented potted flowers. McDonald said everything is working fine with the new building.

'I think the communication between all our departments is excellent now and will remain the same,' he said.

'Certainly, with the technology we have in both our buildings, a lot of our communications is done by email or through Blackberry so we're really excited about it. We think it's a wonderful opportunity.'

Manager of enforcement services Stuart Rempel said his department is pleased and proud to be in the new building.

'It means we've got more space for what we need to do. We have space to do it in,' he said. 'We're looking at expansion for the regional EOC (emergency operations centre) to come into this building and from an emergency services perspective, it's absolutely wonderful to have the room to put your equipment and gear.'

Agricultural fieldman Mary Lupwayi echoed a similar sentiment, saying it's good to be in the new building.

'I like that we have a lot of space compared to the other building we had. Council has really provided us enough space to be able to do our job effectively,' she said. 'It is more efficient because we are not working on top of each other. We actually have room and resources to be able to do our jobs.'

In 2007, the county building selection committee chose the location slightly more than one kilometre west of Clairmont as it provides crucial access to planned transportation routes and the Clairmont area. Bennett Architect Ltd. of Edmonton designed the 2,179-square-metre office building and the 376-square-metre agriculture building. Jen-Col Construction of Stony Plain, Alta., was brought on board to build the $12-million facility.

The county received about $4.5 million in provincial grants (Municipal Sustainability Initiative) and plans to apply future funding to cover the balance.

New Child Care Facility Opened in Wembley

Beaverlodge Advertiser - Nov. 4, 2009

53 new child care spaces opened last Friday in the Town of Wembley in a new modular facility being provided under the Government of Alberta's Creating Child Care Choices Making Spaces Grant. The Northwest Alberta Child and Family Services Authority (CFSA), the Alliance of Child Care Professionals, the Town of Wembley and the Peace.

Wapiti School Division have partnered to bring local residents the Wembley Child Development Centre (CDC).

The Wembley CDC was provided with two modular units and $75,163 in additional funding under the Making Spaces Grant to build 53 quality child care spaces in Wembley. Carole Anne Patenaude, Chief Executive Officer for the Northwest Alberta CFSA sees this as a significant and very positive step for the community. 'It's exciting to see these child care spaces open up in this community,' says Patenaude, 'there was certainly a need expressed by many families and the CFSA is proud to have been a part of the tremendous community partnership that recognized the demand and moved quickly to make this a reality in Wembley.'

A formal grand opening of the Wembley CDC took place from 2:30 p.m. to 4:00 p.m. on Friday, Oct. 30, 2009. The opening will allow attendees the opportunity to tour the facility and see how the centre is setup, while being able to look at the current daycare program. Members of the public are invited to attend the grand opening to view the official cheque presentation. Special guests participating in the presentation will include Mr. Wayne Drysdale, MLA Grande Prairie-Wapiti and Mr. Owen Smith, Mayor, Town of Wembley.

In November 2008, the Northwest Alberta CFSA announced that five new modulars would be added to the region in 2009 to increase the number of quality child care spaces in communities. Wembley (two), High Level (two) and Grimshaw were the three communities first selected to receive modulars. These communities were selected based on the reality that these communities had no facilities for child care available and needed units to address ongoing infrastructure barriers. Under the Making Spaces

Grant, the Peace Wapiti School Division received $200,000 for site preparation and installation and Alberta Children and Youth Services also covered the cost of the two modulars. In a partnership with the Peace Wapiti School Division, the two modulars are being placed at Wembley Elementary School.

Throughout 2009 and under a partnership with Peace Wapiti School Division, the Wembley CDC has been working to get these two modulars set-up. The construction was recently completed and the agency will open its doors next week. Day-care service, pre-school and out of school care programs are scheduled to start on Monday, Nov. 2, 2009. Pam Decker, FCSS Coordinator with the Town of Wembley says the centre addresses a gap the community was facing. 'Without the Northwest Alberta CFSA and other partners, building this daycare facility would not have been possible in the community,' says Decker, 'and our local young families will benefit from the centre for years to come.' As part of the Alberta government's Creating Child Care Choices Plan, $42 million was allocated to purchase modulars that would be placed in approved locations across the province over a three-year period. These modular units are able to house services that include daycare, family child care centres, preschools, out-of-school care centres, as well as supportive programs.

Canada and Alberta Make Significant Investment in Recreation for Peace Country; Funding will create jobs, boost local economy

Beaverlodge Advertiser - Oct.14, 2009

The governments of Canada and Alberta are pleased to announce that Peace Country residents will benefit from $350,000.00 in joint federal-provincial funds.

On Sept. 24, 2009, the Honourable Rona Ambrose, Minister of Labour, and the Honourable Luc Ouellette, Minister of Transportation, announced that communities across Alberta will benefit from nearly $42.4 million in joint federal-provincial investments for key infrastructure, thanks to a partnership between the governments of Canada and Alberta. Funding for these shovel-ready infrastructure projects is made available under the new Infrastructure Stimulus Fund, part of Canada's Economic Action Plan.

'Our Government's number one priority is to stimulate our economy and create jobs for

Canadians,' said Minister Ambrose. 'We understand the importance of investing in roads, highways and other infrastructure to ensure Alberta communities remain competitive and prosperous. We will continue to work with the Government of Alberta to deliver results across the province.'

In the riding of Peace River, there are three projects that will receive funding. Near Little Smoky, Waskahigan Provincial Recreation Area will receive $50,000.00 each from the federal and provincial governments; O'Brien Provincial Park will receive a combined $50,000.00 for trail improvements; and Saskatoon Island Provincial Park will receive a combined $200,000.00 for trail enhancements.

'The provincial government is pleased to partner with the federal government to fund trail improvements in O'Brien and Saskatoon Island Provincial Parks,' said

Wayne Drysdale, MLA for Grande Prairie-Wapiti. 'These projects are great examples of how federal and provincial governments can work in partnership to improve Albertans' quality of life. By working together, we are enhancing trail recreation in this beautiful part of Alberta and helping to stimulate the economy.'

The Government of Canada's funding is being provided under the national $4 billion Infrastructure Stimulus Fund and is aimed at getting shovels in the ground for infrastructure projects across Canada that can be completed by March 2011. This announcement includes 29 new infrastructure projects in Alberta that will receive almost $21.2 million from each of the federal and provincial governments under the Infrastructure Stimulus Fund. Projects being funded will improve road safety and extend the life of highways and local roads, as well as improve provincial and recreational parks and trails.

'This is just one more example of our Government's action in stimulating the economy and creating jobs,' said Chris Warkentin, MP for Peace River. 'In these tough economic times, I am confident that this money will be well-received by residents of the Peace Country.' The Government of Canada's Economic Action Plan is accelerating and expanding the existing federal investment of $33 billion in infrastructure with almost $12 billion in new infrastructure stimulus funding over two years.

<span style='font-family: 'Arial','sans-serif''>'There's been a lot of focus on Beaverlodge (hospital) lately, and good on them, but we need to keep advocating,' he said. 'The expansion of the ER (at the QEII) was helpful but we're looking at the long-term, so we hope you're supporting our need for a hospital going forward.'

<span style='font-family: 'Arial','sans-serif''>Drysdale reiterated that Alberta Health Services (AHS) is looking at the province as a whole, and working everything into that framework.

<span style='font-family: 'Arial','sans-serif''>'There's lot of history there, it's been talked about in past and there have been promises made, but Alberta Health Services is new, so they have to look at everything for themselves,' he said. 'I know people here (are) frustrated, and I don't blame them, but I'm confident in the end everything will come together. We need a regional facility and I think in the end Alberta Health Services will see that.'

<span style='font-family: 'Arial','sans-serif''>The biggest issue right now isn't even dollars, but staffing, Drysdale said.

<span style='font-family: 'Arial','sans-serif''>'Right now we've still got empty beds in the one we've got,' he said. 'If we can't fill the one we've got with staff, building a big new empty box beside it isn't going to help the situation and (AHS CEO) Dr. Stephen Duckett has said that's the first issue he wants to resolve.'

<span style='font-family: 'Arial','sans-serif''>Tension among nurses and misleading information are causing problems, Drysdale said, but he's confident they will be resolved and the region will definitely see a new hospital in the future.

<span style='font-family: 'Arial','sans-serif''>'Nurses are very important to the health-care system; we need them, we need lots of them, and we need more of them,' he said. 'But that doesn't mean the ones we've got can't work differently. It's not their fault; it's the old system. They need to spend more time nursing and less time doing other jobs so we can free up nursing time for actual nursing.'

<span style='font-family: 'Arial','sans-serif''>Radbourne also asked Drysdale if the government had any plans to increase the MSI (Municipal Sustainability Infrastructure) funding back to previous levels.

<span style='font-family: 'Arial','sans-serif''>'It was reduced to $2.4 million and some of these municipalities had that money targeted and some didn't, but we did. Most of it the taxpayers bore,' he said. 'Should we assume the level of funding we received last year will continue? Is there any chance it will increase to the levels the government stated?'

<span style='font-family: 'Arial','sans-serif''>Drysdale said the tough economic times were largely responsible.

<span style='font-family: 'Arial','sans-serif''>'It's tough right now, but the government and premier are still committed to MSI,' he said. 'I won't sit here and say they'll give you the same amount of money, but they're still committed.'

<span style='font-family: 'Arial','sans-serif''>Both Ald. Helen Rice and Radbourne expressed concerns about issues in Grande Prairie being voiced in the legislature, saying they hope Drysdale will take those concerns to the Conservative caucus.

<span style='font-family: 'Arial','sans-serif''>Drysdale assured them that behind closed doors, MLAs are allowed to speak their minds and do.

<span style='font-family: 'Arial','sans-serif''>'In caucus we get to say exactly what we feel, but it's like when council makes decision, you back the decision of council. You don't say ‘I don't agree with council,' or go in the papers and say, ‘what a bunch of idiots,'' he said. 'You have your say, you vote on it and you support the caucus's decision. You can't have sour grapes running down the government.'

Pine beetle funding to continue: Drysdale

Grande Prairie Daily Herald-Tribune - Aug. 19, 2009

Byline: Jeanne Gagnon

The province will continue to fund its fight against the mountain pine beetle with at least the same amount of money as in previous years, Grande Prairie-Wapiti MLA Wayne Drysdale told county council Monday.

More hits per tree and more trees hit by the mountain pine beetle is what Sustainable Resource Development is seeing in a check of local forests this summer.

SRD received $10 million this summer to do its pine beetle survey work on Crown land.

'We can't let up on it. I would expect the province will find the necessary money to do what we have to do,' said Drysdale. 'The government knows it's a serious issue. I hope to see the same level of funding.'

The South Peace Municipalities (SPM) received $8 million to control and survey trees for mountain pine beetles on Crown land in its five municipalities last season. This money was in addition to the $1 million left over from 2008 to undertake work this year on private lands in the county and Municipal District of Greenview, especially south of Highway 43.

SPM is made up of the MDs of Greenview and Spirit River as well as the counties of Saddle Hills, Birch Hills and Grande Prairie.

Sod officially turned on supported-living residence

Grande Prairie Daily Herald-Tribune - July 24, 2009

Byline: Christopher Mills

Ground was broken yesterday on a new supportive living residence on the west side of Grande Prairie. Points West Living, which builds and operates supportive living houses around rural Alberta, will own the facility located in the Westgate area, and has also been contracted by Alberta Health Services to provide services to its residents.

'We've been waiting for this for a long time in Grande Prairie and I'm sure all the seniors and residents, no matter how old they are, are happy this project is coming because we're all going to need it before too long,' said Grande Prairie-Wapiti MLA Wayne Drysdale. 'It's long overdue and I think this is just the first of quite a few to come in the future.'

The facility will have 225 beds in its first phase; 155 beds will be for those in need of hospice care, palliative care, and mental health and dementia care.

The remainder will be for designated assistance-living accommodations. These are basically apartments that are available to anyone who wants to live there, which provide meals and housekeeping in with the rent.

There will eventually be more independent supportive living units added as part of the project.

'The project really is fulfilling a dream, not only for our Alberta Health Services staff, but for me personally,' said Donna Koch, executive director of public health, primary care and chronic disease management for AHS. 'The project means that the residents of our region, in particular Grande Prairie and area, will actually have quality service and support and actually be able to stay in the area.'

The ground breaking provides some reassurance for people in the area as well, said Koch.

'I think that having the sod turning today really makes it real for people, and so what it means is I think sort of a re-investment in Grande Prairie,' she said. 'It's also a reassurance that as people age and need different levels of care that it actually will be here and available for them in the community and we hope that this is sort of the beginning of more to come.'

Money in the bank for Prairie Art Gallery restoration

The Prairie Art Gallery officially received the $5.5 million from the Building Canada Fund yesterday. MP Chris Warkentin and MLA Wayne Drysdale were at the Montrose Cultural Centre, along with Mayor Dwight Logan and gallery curator/director Robert Steven, handing out a cheque for the restoration, which was announced in May.

'There are very few heritage buildings in the City of Grande Prairie and, of course, the old school, the Prairie Art Gallery, has an important place in a lot of hearts,' said Warkentin.

'It has a significant amount of heritage. It has a feel of nostalgia to it and I think it's important that we try to save as many buildings as we possibly can because there is not a lot of them.'

The gallery is projected to be up and running in 2011, after its fate had been in limbo since its roof partially collapsed in 2007. The city had voted to demolish the building in June 2008.

But last December their decision changed, when Alberta Minister of Culture and Community Spirit Lindsay Blackett sent the city a letter supporting the preservation of the provincially-designated historic site.

Province Provides Support for Community Groups in Local Area

Beaverlodge Advertiser - June 17, 2009

Byline: Clayton Barclay

In spite of the current economic crunch, the Alberta Government announced that nine organizations in the Grande Prairie area will receive grants totalling $4.3 million to help with the completion of projects already undertaken in the area aimed at strengthening these communities.

In the local area, the community organizations include the Beaverlodge Lions Club and the Wembley and District Agricultural Society. The Lions Club of Beaverlodge received a grant of $125,000 to assist with the construction of the Beaverlodge Child Development Centre. 'We're going to be doing our paving so that will finish up the paving around the building,' said Bill Nychka of the Lions Club. He also hoped that the grant will help the Lions Club reduce the amount of rent that they would be paying for the meetings they hold in the building already.

The Wembley and District Agricultural Society received a grant for $165,968 to assist in construction of the Wembley Rec-Plex, which is set to begin in the first week of July. 'We have done engineering and architecture stuff for the complete project: the 5-year project and the 10-year project,' said Ryan Koehli. 'The first phase that we're going to do this summer will be to repair the structural wall between the former curling rink and the arena. Ryan also noted improvements to other projects, like the hockey rink, with new bleachers, insulations and other improvements, converting the curling rink into a multi-purpose hall and a sports field for the athletics groups, holding meetings and dances.

Ryan mentioned that the next phase of the project includes an expansion to two levels for new change rooms and other things. The total cost of the project over the long-term plan would amount to between $2-and $3-million. They have also applied for a grant from the Federal Government for which they are still awaiting a response.

Provincial Funding To Cover Protection of River of Death Bone Bed

Beaverlodge Advertiser - June 17, 2009

Funding in the form of $1 million from provincial coffers will go to protecting the 'River of Death' bone bed in the Pipestone Creek-Wapiti River area, while opening it up for further research, education and tourism.

Economic Development Officer Walter Paszkowski for the County of Grande Prairie No. 1 said the funding will go to the first phase of development and construction of the River of Death and Discovery Dinosaur Centre.

'After discussions, the project committee felt that in order to move the project forward, the bone bed had to be developed first,' he said.

'That meant creating easier access to the bone bed, securing the site, opening it up by removing the top layer of soil and rock so the fossils could better accessed for research, education and tourism purposes, and providing shelter that protects the bone bed from erosion while giving the paleontological excavation team a more suitable site for research,' he said.

The first stage of the project is expected to be completed by 2010. The $1 million funding was provided through Major Community Facilities Program (MCFP) operated under the provincial Culture and Community Spirit department. Local funding providers are expected to match the province's contribution to the River of Death project in the coming weeks.

Overall, the goal is to raise $21 million for the development of an interpretative centre above the bone bed site with a stairwell and gondola system leading down to the bone bed itself. The River of Death and Discovery Centre would complement the Royal Tyrrell Museum in Drumheller and eventually be part of a north-south route for local and international tourists to explore and learn about Alberta's prehistoric past.

For ten days in late July, Dr. Phil Currie of the University of Alberta and his research team will continue the multi-year excavation of the, yet to be described, Pachyrhinosaurus bone bed along the Wapiti River. In addition to the Wapiti River site, Dr. Currie and the local Paleontological Society of the Peace (PSP) will be conducting extensive prospecting trips throughout the Wapiti formation.

'Breakfast with the Boys' helps raise awareness

Grande Prairie Daily Herald-Tribune - Feb. 2, 2009

Byline: Paloma Migone,

Bagels, scrambled eggs and French toast were things served at 'Breakfast with the Boys,' where more than 100 community leaders gathered to support the fight against domestic violence and child abuse. Mayor Dwight Logan, MLA Mel Knight, MLA Wayne Drysdale, and police chief Insp. Peter Puszka were among the prominent men who attended and spoke at the event, held at the Jackpot Bar and Grill Friday.

'I was really pleased. I believe it served its purpose. We had a number of people attending. I think we are pretty pleased by the turnout. There was a real sense that we can help deal with family violence ... that was what pleased me the most,' said Logan.

The breakfast was hosted by PACE Sexual Assault Centre and Odyssey House to raise awareness about abuse in the community.

PACE's psychologist and clinical supervisor spoke at the breakfast about ways people can help the cause - to move from an individualistic point of view to giving a hand when signs of abuse are evident.

Logan said he was surprised that he and others have the power to have a positive impact in people's lives on the matter.

Puszka, also one of the speakers, informed the crowd about different abuse cases in the province, his experience with family violence and how the RCMP in Grande Prairie deals with more than 1,200 domestic family violence files per year on average.

'It's to bring about awareness. A lot of people in the community aren't aware of what goes on.'

Puszka said he was pleased with the following comments from the crowd about how they are going to step-up and try to make a difference.

'They are going to try to get involved in the community and different organizations.' Delbert Lubeck, president of PACE, said he believe those who attended learned something about the topic.

'It seems to go over good. Everybody that I've talked to said it was good.'

MLA Mel Knight agreed, saying the breakfast was an absolute success for the community.

'The premier had indicated, when he first gained the leadership of the province of Alberta, it was one of the things that he wanted to focus on, was safe communities.

'People should feel safe and comfortable in their homes and in their communities. And I believe this issue follows along with that. The morning turned out really good and I was happy to be able to participate.'

The breakfast cost people $20 and proceeds will go to PACE and Odyssey House. The amount of money raised has not yet been tallied.
